CanChamHK's Response to the First Five Year Plan Consultation and Chief Executive’s Policy Address 2026

CanChamHK has submitted its response to the HKSAR Government's public consultation on the First Five-Year Plan (2026–2030) and the 2026 Policy Address.

Developed through close consultation across our 11 sector committees, Executive Committee and Platinum & Gold partners, our submission centres on a simple proposition: what international business needs most over the next five years is certainty, not subsidy.

The recommendations focus on two flagship priorities:

  • Reinforcing Hong Kong's leadership as an international financial centre
  • Advancing the Northern Metropolis and seizing the AI opportunity

Other Key Pillars include:

  • GBA connectivity – deeper integration for people, capital, services and energy across the region
  • Trade and logistics digitalisation – Smart Port programme, unified customs platform
  • SME support – extend relief, convert into productivity, channel AI+ support to small firms
  • Green transition – accelerate clean energy imports, strengthen climate resilience
  • Talent and inclusion – make retention an explicit objective, accelerate women's board representation
  • "One Country, Two Systems" – Hong Kong's common law system and international character as strategic assets
